Mt. Bromo 2012 

I assume the visitors' viewpoint cuts off access to the rim of the volcano. Did you have any issues with authority when you stepped over the barrier at all?

there is an small area in the rim of the volcano dedicated for visitors where a small concrete fence is built. at the end of this fence theres just nothing there but the volcano edge itself as seen on the video, ive never seen guards up there so we didnt had issues.

yeah, the best way to reach Mt. Bromo is via Surabaya... from there u take a bus to a small town named Probollingo that is the closest point of Bromo
