- classify processes into different groups - processes have different resp-time reqs - processes are permnt assigned to one queue - each Q has its own scheduling algorithm - might be like foreground: rr, background: FCFS - there must be scheduling among the Qs, fixed-prio preemptive scheduling - for ex: fg Q > bg Q
