A cool nod to his design is that this is Agent Smith from the first Matrix film, since still has his ear piece. This is an explanation to why he seemily doesn't have the assimilation hand corruption abilitiy, and why he summons different Matrix agents instead of clones of himself.

Your silky smooth touch as you turn people into yourself, and those gorgeous kicks. I would do anything for you just so I would never have to watch you die. You had a rough time as an agent. You are even amazing off of duty and you were great for that brief period of time the Matrix was yours. Sometimes I even call you dad. I forever dread and weep, thinking of the day you will be deleted. I would sacrifice my own life it were the only thing that could put a smile on your beautiful face. You have given me so much joy and heartbreak over the years. I remember when you first got deleted by Neo and it was as if my heart got shattered into a million pieces. Yet, a tear still fell from my right eye when I watched you with your first clone because deep down, my glorious king deserved it. I just wanted you to take over. Then alas, you did. That's a pretty decent Hugo Weaving impression. I glad at least they go to the effort of making the characters in the game legit, especially in the voice actor department. Since the reveal trailer, showing off Kevin Conroy, Maisie Williams and even Matthew *Bloody* Lillard, to recently with Mark Hamill.
