Headcanon: her feathers aren't even from normal bird owls, they were from owls who evolved to be intelligent enough for a civilization. Then they crossed mumei in some way, so she annihilated them all, destroyed all the records of their existence, stripped each of them of their feathers and then wore them above her head as a warning for this human civilization (she replaces her feathers with another pair everytime they start to rot).

What if it goes a step further? If it was just like you said, she wouldn't phrase it as "earning" them, which implies that she has something to prove. What if...it's the right to hold the title Guardian of Civilization? Every hundred years, a competition is held for the title and other owls can challenge her for it. BUT, instead of participating, she just tracks down every contestant and kills them ahead of time, some even while they're in human form (which is why she said "maybe not other owls"), and takes their feather as a trophy. Worse, she's not doing this because she's afraid she'll lose, but simply because it's FUN and EXCITING, and to prevent any other owls from ever meeting the other Guardian, Kronii. The reason why she "forgors" is not out of a memory defect, but because the way she kills her competition is so traumatic that her brain locks chunks of her memory away to protect herself from the accumulated horror, but sometimes it leaks out in her speech or art.

Mumei's feathers are representations/acknowledgements of human global civilization. The first age is basically lost. The second age we would mythologize as the "Atlantis" age we live on top of and its artifacts are Gobekli Tepe, The amazon rain forest (which is an agriculture project that had been abandoned), and monuments like the sphinx which has evidence to have been older than egyptologists would claim.
