I don’t think it is possible to get Thai citizenship which is what he is after. If I were Russian and escaped to a “democratic” country, I would want to ditch my Russian citizenship. I think trying to get US citizenship will be tricky and, if possible, take a long time. I would look for other countries that do offer passports. Asia is tough.

No, it is usually farang who have used up all their money and are facing being homeless. They can't afford to return to where ever the came from and are at the end of their road.
