That happened in San Diego in the 90's. Guy was cuffed to a court house bench and got loose. Hopped on a bus. Arrested up the street from where I was working....

Courts order deputies to remove restraints from defendants in jury trials, to prevent prejudicing the jury. The belief is that if the jury, or jury selection pool in this case, sees the defendant in restraints, many of them would tend to believe in the defendant's guilt before all the evidence has been presented in the case. Don't blame the deputies. Blame the courts and the defense attorneys, who always raise objections to having their clients in any type of restraint, visible or not.
