God already established free will. If you read the OT (before Christ). God allows humans to reach a certain point of sinful behavior before addressing the issue himself. Why? Because he allows time for authentic repentance. Mankind had 100 years to repent before the flood. Instead, they those to mock Noah and God. It’s only when humanity hardens its position in sinful behavior and rebellion when God gives them over to it. God knows his creation, and he knew Pharaoh would never willfully let the Jews go. What God means by “hardening his heart” is that he’s given Pharaoh over to his own delusional thinking and ideas. He did the same exact thing with King Saul for his disobedience in God’s instruction. He did the same thing to David when he decided to commit adultery and murder. David was considered a man after God’s own heart!!! It was only when David authentically repented that God restored him (Mercy). If we truly repent and return to God. Then God shows us mercy. If we harden our position in sinful nature, and we don’t repent. Then God will allow sin to overtake us. Indulgence of sin without repentance eventually leads to one hardening their own heart.
