Yes they probably are over grazing as they are feral animals.

Pardon my ignorance, but what is the purpose of the muster aside from the gathering and relocating of the goats?

Once the goats are mustered they are sorted between billys(males) and nanny’s (female) the billys are then sold to abottoirs and exported around the world for meat. That is my understanding anyways.

I got lucky, I know the station managers and owners and got the opportunity to go up there.
