He's recommending 2 pc's for streaming - One PC handles stream information, and relays the footage to twitch,mixer or wherever you stream, the other one is where he streamer games. You don't necessarily have to have a good as PC to use it to handle the streaming info like: stream chat, OBS, StreamElements, other stream bots and stuff like that
