So, virtually, the interpretation is that Awa was a young girl killed unfairly by the yakuza. She lured Tsugimi to the building with the plan to keep Tsugi there forever. Or at least be with her forever. Essentially, what the ending is saying is that Awa’s wish was to not be alone in the complex anymore and tricked Tsugi into re-killing her, so that instead of haunting the building, she’d haunt Tsugi. It’s sad, but sweet in a messed up sense. The girl was lonely. And while her plan was elaborate and really messed up, it worked. So props to her for such a convoluted plan.

When the girl was killed by the yakuza she came back as a vengeful spirit. To seek revenge on the yakuza. At some point she lost herself in her vengeance, like majority of vengeful spirits. (Onryo.) But she maintained some semblance of herself, and she didn't to remain that way. That's why she needed someone to end it for her. Even if she only remained attached to someone. She wouldn't be alone. In so much pain. She would have a friend and a bond she didn't get to have in life.
