Which talents are good on Puppet ?

Sigvald - MrF damage increases with power bars used as a passive. Isn’t this very much like Supergirl in that the use of puppet doesn’t allow you to use power bars as cost of specials goes to 0? This would not allow you to maximize damage with MrF?

So what’s the best team for LOA if GOS isn’t the best option ?
