Kurogiri was glitching out because AFO is his master but he was also given a directive to be Shigaraki's protector. When asked to teleport the fusion to AFO (the original body) that would have effectively put Shiggy in danger, conflicting order was basically causing him to overload (he was already in a vulnerable mental state). The things that happened to Shiggy in the home that he lived in, was a result of a flawed society. He has no interest in ruling, he wants to destroy it all. The post credit scene shows that a few moments earlier, before AFO and Hawks flew off. They thought the situation was not at its worse. A worst case scenario would be if Toga clones people like Shiggy, AFO and Dabi and is able to use their quirks. That would instantly win the fight for the villains. Toga is having some trouble using powers of the others through the ability of Jin.

Ngl although i love Twice i can't help but feel gratefull towards Hawks for getting rid of him at the start of the last battle, can you imagine having to fight an army of Dabi clones, or Shigaraki clones?? And those clones using their quirks as well???

I don't usually drop spoilers, but since you mentioned it... I can't wait for the Mineta vs AFO one on one

Tsuyu said that the reason why Twice clone can become other people but can't used their quirk is probably because it's the same with Toga. Toga needs to love the person to use their quirk and that's also why Toga confused because she thinks she love Dabi and Tomura too but she still can't use their quirk💔
