It's a bug, in its initial position the boar was before the elemental, but due to the bug they changed position in combat

The 2 units it was buffing were his permanent units, and he was having trouble spending all the gold anyway. Let's him get value off elementals/evens instead of just elementals. Also every minion played counts toward the murloc.

When you could still get value 1 drops it was an insta-buy, now its more situational. Scout is still a cheap minion that synergizes with greymane, tethys, magmaloc and recycling wraith (and to a much lesser extent, brann). Also, as millhouse scout is only two gold, not three, so if he sells both parts it's gold neutral, and if he hits refreshing elemental then it's +2 gold. You might have a point with different heroes, but as millhouse, there is literally no downside to buying scout.
