Commander Erwin Smith is a monster in terms of observation, he saw the big picture at play in the series. In season 1 itself, everyone was terrified to fight even a titan and he not only captured a intelligent titan twice and also played a big part in unravelling the titan history and the conspiracy at play. He will go to any length to accomplish his objective. This is what makes him a true monster.

Imagine waking up from death just to realize that Levi failed and the sacrifice was in vain, Hange said it, that would create no more than a demon.

Spoilers below People always go on about how Armin isn't a worthy successor to Erwin but I believe that's all together the incorrect way to look at it. If anyone is the successor to Erwin it's DOUBLE ANGREI SPOILERS Eren. The dude has turned into a monster just like Erwin did in order to reach his goals. If Armin is the successor to any character I'd say it's Pixis. Eren/Erwin become monsters to reach their goals. Armin/Pixis stubbornly persist to the very last moment of every last second of every last molecule. The refuse to turn into monsters but instead push their humanity to the limit.
