Well if you shot let's say a dear on your property with out a license. That's still a violation even though its on your private property. Now in no way is that similar to what happened in the video. In my opinion you should be able to do whatever you want on your property as long as it isn't affecting the wildlife

counter suits against the state typically dont end well since what the state has decided what it can and cannot be sued for (state is a sovereign entity) ,additionally mike probably did break just enough of the law here that getting most of the charges dropped and paying a fine would be a good point to walk away .

Listen, I support law enforcement and conservation more than most, but this officer had to really go out of their way to be a dingleberry. W Moved to UT from the north east few months back. It’s mind blowing how you are allowed to go anywhere, do anything, no permits, no fees.. and it’s clean, and everyone takes care of the land. I'm not sure as a Police Officer myself, how they can take action against you, when it's on private property. The only question I would have is it federally protected stream, and we're does it say this!!! We jave better things to do, and guarantee someone is pushing this agenda!!!
There is an approved map that defines streams and waterways. Also there are watershed maps. In California, the Cal EPA will define and specify any watershed, waterway, stream, or wetland. And list the map it is recorded on. Farmers, contractors, and roadbuilders, have become quite keen on avaiding creating a new water feature. And many jurisdictions require a grading permit for changing land contours for these reasons. And the fact many land deeds only give you ownership to 50ft from the surface. The State owns the rest. And the State needs to agree to give that ownership. Which they typically do. Cause the property tax bill is likely to go up.

its a pretty low bar to meet, a few pictures of broken glass or plastics ,from their investigation, off the truck would be enough for littering . i would guess the leaking is actually introducing sediment, PA has stringent sediment laws due to the Chesapeake Bay Foundation beating them over the head for the last two decades.

That said I am a PA resident and outdoorsman (hunt and fish). The laws in the commonwealth regarding their jurisdiction can be quite ridiculous and intrusive.
