It most likly means that the outer perimeter souls won't resurrect because their body died unpurified, may all your body be found unable to rebuke on that great day because the first resurrection is the proof of your salvation.😮

It works that way when God decides He is ready for man to receive revelation of Heaven. Just as He did when He gave John revelation of many things, so he could write the book of Revelation, the last book in the bible.
