The game is won on the pitch, not based on how great your football heritage is. Surely the home team advantage stat has to do with the fact that the team that finishes 1st in the group is the ‘home team’ for round of 16 matches, whereas the teams that finish 2nd are ‘away’. Naturally that’ll skew the statistics as 8 of the 16 knockout games are round of 16 matches in which 1st place will usually beat 2nd place teams

You realize the top of the group teams are given the home tag for the round of 16. So, the best teams (at least most in-form) get home in the round of 16. The round of 16 has more games than the entire rest of the knockout round. It is natural that more home teams will win during the knockout stage. The home/away record for round of 16 was 7/8, while the quarter final one was 2/4. In essence, when the home/away isn't seeded it didn't have a trend.
If we look back at the Russia 2018: Home win percentage total knockout: 63% Home win percentage only seeded rounded 16: 75% Home win percentage unseeded later stages: 50% 2014 and, 2010 and 2006 also have a 50/50 split for home teams winning not including the round of 16. You're just missing the fact that group winners get home in the round of 16 and they're likely to beat the second place teams.
