People need to understand that clubs pay for potential no just for value. He has potential to be extremely valuable and that's why teams are ready to pay 100mln. Either Antony to Man United or Nunez to Liverpool isn't worthy 100mln but they paid because the see potential to the player. Nowadays is very hard to buy players with great potential because everyone have access to watch them. Before 20 years was different story.

Arshavin was world class on his day, Mudryk hasn't proven himself to be near that level yet especially for such a huge fee. Biggest thing at the top level is consistency. He could be a Gervinho with no end product, maybe a Zoran Tosic level player. It just seems like such a strange transfer for a player playing in the Ukraine league, he didn't play in the World Cup or Euros.
