No guaranty : Communism VS. Socialism are political and economic systems that are related but often confused with each other. Main difference between communism and socialism?, the main difference is that under most property and economic resources are owned and controlled by the state ( rather than individual citizens under socialism, all citizens share equally in economic power over resources as allocated by Democratically elected government. (China) used both mechanisms as a tools for economic growth. There are differences functions between ( communism, capitalism and socialism ) communism: no private ownership, central government no class distinction production base needs, Capitalism : total private ownership, market forces class distinction production for profit, (Socialism) limited private ownership government and entities limited class distinction production for societal needs. China using the economic system as an economic model for more than 40 years. They knows that China will not be a China today if they stick with communism government function.

But, PH and Allies or China cannot use armaments arrests and brute force within EEZ except for armed pirates criminals and smugglers. Coast guards vs. Coast guards thru use of water cannons ramming and laser pointers at night only. Use of guns and armamaments between coast guards of two or more countries is not advisable.
