People with low confidence speak of people of confidence as arrogance. One characteristic of successful people is their higher level of confidence. They are assertive, they speak their mind. They don't hide behind others. They are objective and hate injustice. If the opponents of NAPO have no other words to describe his abilities they can call him arrogant. We can understand it to mean confidence, open minded, hardworking, dedicated, levelheaded, affable and caring.
