Because by then Boruto should have mastered all five chakra natures, space time ninjutsu, kenjutsu, etc…. so it just doesn’t make sense that he has Boruto at a 10,500 power level hypothetically while Naruto is at 15,400 which is basically 5,000 points higher. If anything Boruto should be at least at a 19,000 power level or a little higher because by then he should be way stronger than Naruto considering his hax, abilities, etc….
