Can i do this decoration with buttercream? Will it be able to hold the rope's weight?

I think it will, maybe make the rope a little thinner so not as heavy.

Can this technique of rope attachment be done on cream cakes.

It might not hold the rope, as it is a little weighty. You can do it with buttercream but I don’t think with fresh cream
