Steph's rating is still technically better. 2k wanted to give dame a high rating so they gave him 98 intangibles, steph has bout 80 intangibles only.

Overall is one thing but how skill ratings are distributed is another thing. They each are different players and when skills ratings are placed, overall just is as it is. One 95 ovr player can be deadlier than other 95 ovr player.
