the SIMON in this song are NCT's HATERS. NCT is described by them as a group with noise music which is why in the song you"ll hear this lyrics " NCT noise you can't break me....simon says be cool, don't be such a fool....simon says you're a real vibe killer" but the song also detects how NCT felt about it saying "you'll gonna be mine mine mine"

this song is inpired by a kid game, Simon Says, where the character has to do everything simon says to them. I think, in this song, Simon is portray as hater or people who always act negative towards NCT. You can see it on the lyrics.
