We have a neighbor down the st from us that is just like that if not worse. He used to be the mayor of our town back in the late 80s or early 90s. And somehow he still thinks he's important or in charge of everything. He's almost 80 years old and complains about everything in terms of turning someone into the city. For parking their car in the grass. Or if someones dog takes a shit by the woods. He yells at people when their dog pees on his yard. So after so much of this has gone on. We have started to fight back. I mean myself and other neighbors. We mailed him a couple letters just to basically put him in his place. Basically saying that he's getting to the age where he's soon gonna find himself in a situation where he is going to need people more than they're gonna need him. Plus how much longer he thinks he can keep this up and until someone tosses his old wrinkly ass into the nursing home. If he acts this way in a home. The staff will have a field day with him. There are other things in the letter that I'm not going to share on here. But everyone should get the idea from it. Ever since we mailed the letter. His bullshit has almost stopped.

It looks like she's built the berm so that the water ends up flooding her neighbor's yard instead of continuing to flow downhill like it apparently does in everyone else's yard. She's basically created a small dam in that protects her yard but causes problems for her neighbors, which is why it's against city code. She's added the paranoia about her neighbor purposely pumping water into her yard as a bonus.

Neighbor clearly wasn't pumping anything onto her property. She's a lunatic
