Very sorry to interfare but would like to inform you that Standardization of flexibility is not what you mentioned in your content. The courses are availed with flexibility as for eg. The person persuing bachelor degree after completing 1 yr would be provided with a certificate. Completing 2yrs with a diploma 3yrs with degree and 4years with a multidisciplinary certificate. So whenever a person leaves in between without completing the program will be able to continue from the part where he left. Please dont take it otherwise.
