this reminds me of a game I played once, it was 8 bit, you had to manage workers to certain other types of floors, you had to keep everyone happy and build certain special rooms on each floor every now and again, now what was it called... corporation Inc, fabulous game for just being a flash game

Very similar game on steam is Smooth Operators. Though in that one you're just running a call center, it has the same requirements of building up your building, adding ways in and out, getting your maintenance up and getting in food and the like. Not as big, obviously, and I don't even know where I got it, I just came across it in my steam library one day.
