What this overly-monied individual says is both erroneous and inaccurate. Anyone who has not seen from a young age or from birth will struggle with regaining any sight, not because of the inevitably steep learning curve but because of the brain itself. It is becoming clear that when a sense is absent the brain will repurpose the neurons for different work. This means that although full sight may happen, it will not be a reality because the brain simply won't know what it is seeing. There is an Oliver Sax story which demonstrates this. Apart from this, I find it all but offensive even to be speaking of such things. It reinforces the supposed superiority of sight over non-sight. Dr M. Leona Godin, in her book 'There Plant Eues' calls this ocularcentrism. If we had a society which better accommodated our needs, much of this would be moot.
