why did he think that 'free-will' did not exist but only the decision making ? It would have been nice if he could have expanded that.

So your decisions are all causal so there for that's not true free will. As a whole as an dualistic being you are an physical chemical interaction of genetics and environmental results that create your mentality so in a way your kinda just gonna do what your going to do. Free will is kind of an illusion in the grander picture that's what he is trying to say.

The organism makes decisions. The illusion is that there is a self/CEO in the brain that has free will and is making the choices.
