They're evil for the pettiest reasons: Nevel: He's evil because Carly refused to love him back and shoving some food in his face. Chuck: He's evil because Spencer tattle on him to his dad for breaking the rules of playing in the lobby of the apartment.

Definitely Chuck. He struck again even after Carly’s motivational speech. Nevel on the other hand, yes, he did evil elaborate schemes and yelled at a kid & a guy in a wheelchair and that absolutely cannot be condoned but I think his reasons were just pure loneliness and after seeing him & Purnella get married I think he’s had his happy ending and likely won’t bother the iCarly’s again (though the icarly writers could prove me wrong in season 2 of the reboot…whenever it may be starting)

Nevel also struck again in 2007 iCarly after the pickle incident, in which they helped him. But I agree, and since chuck’s younger he’s got even more years of evil ahead of him.

Chuck is a delinquent while Nevel uses his smarts. It's hard to know who is more evil bc Chuck is a physical threat while Nevel is an intellectual threat. They are both doing it out of revenge, and are perfectly fine with hurting the iCarly crew. But Nevel might be the evil or savage one. He's grownup while Chuck might still be in a phase, or even grow up to be like Sam.
