Animator speaking here: These are mostly smear frames that are used to show swift action using limited frames. They are without a doubt our favorite thing to draw.

@@TemplaConWhy did I instantly imagine a secondary Animal Character Villain Antagonist with a Starscream Complex just waltzing in through the doorway to taunt a captive protagonist character before wheezing and breaking down in laughter at his own pun? I heard it crystal clear and even saw a lucid silhouette of it happening with an incredibly flamboyant yet adorkable vague Mammalian based character. He even immediately got a pained eye roll and head shake from the captured hero. Yeah, he'd totally turn on his cruel and abusive master and end up getting the ultimate trolling revenge by helping defeat the main villain through the very thing they were constantly mocked and molested for. . . . Bad puns. Definitely bad puns. This new Disney Furry character would have the actual new record of the most bad puns in a single movie spoken or seen on screen someway and he'd be infamous from that alone. Combined with his flashy showboaty and emotional and expressive personality and whitty snark remarks and surprisingly unexpected complex details and backstory, he'd be a surefire hit. Especially when he shows that yes he's bad but he has a heart and really despite being capable of being a horrifying villain he has enough good in him to not cross some very dark and disturbing lines which he witnesses firsthand. I feel like he'd have a whole running gag of nobody being able to tell what species he is and he absolutely has fun with it and messes with everyone answering "Wouldn't we all like to know." or "I'm captured and at your mercy, what does it look like?" or "I'm single, over thirty, super flirty, a maestro behind a rotary Gatling gun, AND a total knock out! Awoo. Also not answering your question." or"Yes . . . . Ya know I never understand what that joke originally meant or came from or what it is. Huh, sound familiar. Heh." or even "I'm a carbon based life form, some sort of Mammal, and fellin REALLY FED UP WITH YOU RIGHT ABOUT NOW AND ABOUT TA DO T H I S!" before charging into battle against whoever's asking.
So... I found this in my recommendations. Watched the whole thing up to the closing logo. Finally tapped on the video to leave a comment. Heard exactly ONE note, the final orchestra hit, and went, "I KNOW this tune!" Yeah, I played the game a few times.
as an animator myself, this is funny as hell, most of these frames are called Exaggeration and Stretching frame ( 2 of the 12 rule of animation ), as the name suggest it made the character look more active and dynamic when they are moving around
0:28 This one was just a comedic impression on a long passed comedian,, Rodney Dangerfield. Who made exaggerated expressions like that as part of his routine comedy performances.
These are actually helpful. They're called smears, and they make the animation easier and faster to make. These have been a thing for YEARS. 0:28 is just Robin Williams being Robin Williams.
My siblings and I used to play this game where we’d watch a cartoon try to pause on the funniest in-between frame possible. We’d laugh until our stomachs hurt. Good times.
Frames like that are what brings a lot of life to a scene once animated, it's almost essential if we don't have them to feel stale. It really takes talent as an artist to exaggerate a frame so that it flows well into whatever action the person may be doing the following frames.

Many of these are probably in-between frames not drawn by the main animators, but by their assisting in-betweeners, who make sure that there are enough frames per second.
