Peñaranda-Gapan-San Isidro-Cabiao Bypass Road (4th District Nueva Ecija - from the Development Bank of the Philippines granted a P1.3-billion omnibus loan [1] for 2-lane road alternative road to Jose Abad Santos Ave (Gapan - Olongapo Road) and Gapan - Fort Magsaysay Road project of Governor Czarina Umali and Governor Oyie Umali - convering Barangay Santo Tomas, Peñaranda, Nueva Ecija at Dreamwater Resort and Hotel - Barangays Pambuan-Mangino-Santo Cristo Norte, Gapan City - Barangays Tabon-Pulo, San Isidro, Nueva Ecija - San Fernando Norte and Sur, Cabiao, Nueva Ecija; as of February, 2023, only the Tabon, San Isidro and San Isidro Norte-Mangino, Gapan portions were almost finished a) at Sitio Purok Garcia - 4 kilometers and b) Sitio Purok Centro or Proper 3.5 kilometers - due to problems of right of way and row refusal of lot owners to sell their properties for the Bypass Road, and since expropriation or condemnation court proceedings would delay the project, the Gapan Bypass Road construction (San Isidro Norte-Mangino section) failed to connect straight but had to detour by creating another part of the bypass in front of the Rustica Restaurant at Maharlika Highway).
