Outward is negative camber, inward is positive camber. Negative camber is often used for more grip when done in small amount, since more of the tire is touching the ground. You can see this in F1 cars

Yea josh only plays GTAO just to showcase the new car and he is also not a car guy. Just look at his content. Plus i think the negative camber in GTAO is a bit weird because the fitment (wheel spacer) is not adjustable unlike FH4 or NFS(i think)
