Why can I not use the cop car for my bottom dollar bounty? This makes the cars wack. I was interested in buying one but not anymore

I’m assuming that it would be too close to real law enforcement in Rockstars Eyes, which would ruin the whole aspect of the game. I think that it’d be fine but yeah idk exactly
