Yeah. AI. This actually turned me off the game. Too cheap for a real voice actor, which indicates how much they value the game (IMO).

Narrator for a trailer (12 minutes of voice acting is a HUGE TON of money) has almost nothing to do with the game itself. Different department, different budget.
