It's really only ever going to be useful i think if you have like a tracer or sombra or genji diving with you into the enemy backline to give them the shields since they're playing farther away from your supports. The whole reason they added that function to the shields was to try and make you play with your team as ball, but ball is still terrible at defending his teammates even with the shield changes. Plus you lose so much of the shields just rolling around from getting shot that by the time you'd get from the enemy backline to your backline, you've probably lost a good chunk of the shields anyway.
More evidence for how weak ball is. Same story here. You keep 2 or 3 of the enemy team busy, and the rest of your team just gets destroyed fighting a 4v3 or 4v2. In other words, other tanks can win 3v4 and even 2v4. Good luck doing it with ball...
