The thing to bear in mind when questioning why Microsoft would choose a bunch of default settings that don't favor performance. Microsoft is targeting every single PC build configuration. The lowest common denominator is focused on stability. Too many possible combinations.
Exactly, window does not only apply for gamers, but for so many different people and their individual use. But one thing many new windows gamers forget is that a pc is not a console and u have to fine tune, optimize and tweak it for it to fit ur liking

I had latency issues for like a month or month and a half and also steam Disk Writer error for all games , my RTX 2080 and windows have been updated and I even downgraded to the drivers previously before my issues . Even when I wasn't gaming , just looking at my desktop , the latency would spike and the movement of my mouse would stutter , The firewalls have been tweaked and changed and still no beans , I have a Ryzen 7 2700 , like 34gb ram or something ( 30s for sure) 8gb onboard the 2080 RTX and then 2 big ram sticks installed . Not sure if this will help in the long run ( or if my latency will return within 30 minutes ) but just now my steam got a disk write error again just as I am typing this , I uninstalled steam completely and moved it to another driver and I did check integrity files for games and all all of the in between's of do's . I appreciate this video though , Thanks !
Avoid Multi-CCX Ryzen CPUs (1XXX, 2XXX, 3XXX, 59XX, 79XX) Earlier Zen CPUs consisted of groups of cores called a Core Complex (CCX). Each CCX has four or less cores, and there are two or more CCXs which are connected together via the Infinity Fabric. The Infinity Fabric is fast, but not fast enough to not have noticeable performance loss in games as well as reduced desktop responsiveness due to inter-CCX communication. On top of this, Ryzen CPUs also have higher RAM latency than desktop Intel CPUs. Starting with Zen 3 (Ryzen 5XXX), each CCD (core complex die) has an eight core CCX which greatly reduces intercore latency, and unifies the split L3 cache previous generations had. This brings massive performance improvements across the board, but unfortunately the memory latency still suffers due to the memory controller being located on the I/O die. If you happened to buy a mutli-CCX Ryzen, you have a few options to minimize latency: Use Downcore Control in UEFI to disable a CCX (Zen 1/2) or CCD on Zen 3 / Zen 4 (not recommended) Intercore latencies: Zen 1 / Zen+ / Zen 2 / Zen 3 / Zen 4 Windows 10 1903 has a scheduler update to group threads to CCXs, but this does not have the same effect as disabling a CCX. Another drawback is that you have to use Windows 10 Set your program/game’s affinity to just a single CCX BCDEdit Run Command Prompt as admin and paste these italicized commands: To undo a command in BCDEdit, do bcdedit /deletevalue X (where X is tscsyncpolicy, useplatformtick, etc.) bcdedit /set disabledynamictick yes (Windows 8+) This command forces the kernel timer to constantly poll for interrupts instead of wait for them; dynamic tick was implemented as a power saving feature for laptops but hurts desktop performance bcdedit /set hypervisorlaunchtype off Disables the hypervisor which is unneeded on a gaming PC Anything under .4us is good, under .3us is ideal but difficult to achieve, and impossible to achieve on Ryzen due to its architecture and limitations of Windows. @Flameboi900 can u get banned on mw3 for using tcp optimizer or gearup game booster or exitlag. Ik that might sound crazy but I have a good pc only for mw3 and cod. And I don’t know much about this stuff. I have 50ping and whenever it’s lower I’m able to play better. I wanna do the tweaks but I wanna make sure they are safe and wont get my banned from the game bc their game just decides hey its third party hes banned and that shits not fair. I GOT THE SOLUTION........READ IT FULL.....i have a high end pc ....and i was getting micro stutters every minute from 1000 fps in game to 1 fps in game for a second....i was very frustated....and i also formatted my pc.....but the problem didnt solved....then i finally got the solution that ....my desktop wallpaper slideshow was the main issue ...i turned it off and everything is fixed....

Hey man, I’m no professional but I got some experience. You can try using a higher dpi, like 1600 dpi is proven to reduce latency by up to 5ms. You can try adjusting your display, set the response time to the fastest possible option. You can try disabling any form of v sync or triple buffering Try setting your polling rate to the highest available option, whether that be 500hz or 1000hz. Try setting your refresh rate to your monitors highest available refresh rate option. A few more things u can try but those tweaks drastically improved my input delay :)

Not really it just changes it so that the on board processor on the network adapter itself is used for all internet instead of the cpu taking a massive load off the cpu and making latency to all usb objects much faster
Amd is always higher and I’m using a single pc setup and a newer nvidia driver so all that combined makes for a higher latency but when I’m not using nvenc or just on my desktop it’s around 30-42 dcp latency and around 62-70 dcp on the newest driver on my older driver I was using 457.30 I used to get around 20-30 dcp latency and like 40-50 dcp on the nvidia driver it’s all a process and that is as low as I can get my 2700x system sadly
You may be using either a highly compressed version of windows 10 that’s lite or windows 7 still as well and are on intel idk though what your running unless you tell me
but if your note using reflex, just strip and install 441.41, it s the best driver for nvidia and you can disable some mitigation on it, with th disable write combining on regedit which greatly decreased the nvidia driver latency but reduce a little bit fps
