Very likely to have a concrete deck so to be able to have a ballasted deck, unlike the current bridge, whereas the wooden crossties are laid directly onto the girders (known as an "open deck" type bridge. However, the vertical lifting span might be laid upon modern plate steel crossties. A ballast deck at the lifting section would become too heavy! See? After the train is off of the bridge it travels much faster! You will be able to cross the new bridge at a somewhat faster speed, because of the newer vertical lifting span it will be included in the project.
The new bridge? Not yet. Trains will be able to travel across the new bridge at a faster pace, though. The vertical lift section of the new bridge, will be the greatest improvement of all, unlike the older rolling lift bridge section, of which is a rolling drawbridge. The new bridge will likely be carrying two tracks !
