Yes, those are turning brakes. It locks up the rear wheels left or right depending on which way you go up or down.

Cool wheels on that car. I built a similar one back in the late ‘80’s out of a totally rusted out ‘70 Bug. That’s a nice one; I’d suggest adding bumpers.

The only thing I would change is that little tiny steering wheel, especially for driving in dirt and on the street too to build the maneuver better with the bigger steering wheel at least a 14 inch
