Prior to 1st April 2023, capital gains on debt mutual funds were taxed a lower rate and also received indexation benefits. But a recent amendment in the Finance Bill 2023 has stripped them off these long-term capital gain tax benefits which means all debt fund gains will now be taxed per the investor’s tax slab irrespective of the holding period. The government also clarified that a debt fund here means any mutual fund where the equity component is less than 35%
In this video, I look to answer the many questions investors like you have been raising with regards to the new taxation rules around mutual funds, what are the implications of this debt fund tax rule change, why the government has done this and most importantly what can investors now do in terms of investing in fixed income instruments. We look at these questions from the eyes of 4 experts - one each from the banking, mutual fund, insurance and financial planning industry

Thank you for your kind appreciation, Sri Suhas. It gets easier over time and this task is all about practice and repetition. I've made over 250 videos & written over 800 full-length blogposts. In this case, the idea was to do a 360 degree and address most angles including what different set of specialists might say. This allowed me to capture the pros & cons, include subtle points (like the fact that between Balanced Hybrid ad Aggressive Hybrid - AMCs can choose only one) and yet not force viewers in one direction. I have someone praising an FD, another expressing his love for MFs and a third person with insurance. I would have myself approached the problem this way -- and hence the dramatization. Very happy you liked it!

In software development, we have something called as Change Request (CR), wherein, imp. features are introduced to a product after it is launched. Sometimes (not always though), CRs are reflect poorly on the business analyst as they failed to incorporate in its first iteration itself. What FM is doing for the last 3-4 years after presenting the budget is also something similar. All the key/important changes to a budget are rolled out (or sometimes rolled back, like the increase in Corporate Tax) after the budget is passed. Sometimes, the changes are rolled out w/o much fanfare in stealth mode too. I hope FM and her advisors incorporate key changes like this in the first cut itself, so that there is greater chance of it being debated in the Parliament

You have covered all aspects of Debt funds from returns, income taxes angles. Very helpful . You are right when you say that Debt funds still score over traditional Bank deposits despite the recent adverse amendment in income tax. Debt funds also give little extra returns during the phase of downward trend in interest rates. Since interest rates have already peaked, we can expect increase in debt fund NAV values

Excellent tips . We can also consider allocating to SGB Gold bonds which are more tax efficient. There is no Capital gain if held till maturity. You also get 2.5% interest (taxable). The only risk is in the movement of gold prices. My personal opinion is that Indians will always buy gold jewellery and hence we can reasonably expect annual price increase of around 10% in future. We can shift some allocation to SGB instead of shifting to volatile equity.

Thanks. Entirely your call as it should be. I can only share my own order of preference: 1. savings accounts, 2. liquid fund w/ insta-redemption, 3. cash at home and 4. instant FD-to-savings a/c facility (I think it's called a flexi or sweep a/c). A combination of these is preferred if emergency fund > 50k

Thank you, glad you liked the video. We creators are a small set of people, trust me -- there is no competition in a classical sense. I talk to many of them (all of them have atleast 10x more subscribers than what I have) and these are the nicest people around. But yes, I agree with you -- a higher bar brings the best out of many of us. I guess LLA taught us with their daily shorts, Sharan taught the power of dramatization, Abhi & Niyati's videos have strong editing etc. It's fun to learn from others & adapt! :)

What a simple yet beautiful way to cover such a vast topic with such fineness in such short amount of time. Thank you very much Shankar ji. I really liked how you chose different names of my favourite God Shiva for all your characters:) I have a doubt though: If we are comparing VPF (Voluntary provident fund) and debt mutual funds, which one would give better returns since there is change in taxation on debt mutual funds? Your answer is very much waited and any kind of help is much appreciated.

Thank you very much. Glad you liked the content and the presentation You raise a good point on VPF. So a couple years back, a tax rule came in that said if the total EPF account contributions via EPF and VPF exceeds Rs 2.5 lakh in a financial year then tax on interest is applied. So one has to be careful on the level of VPF as it can dilute the EPF pool as well Secondly, your type of debt is important. Meaning VPF is linked to interest rates and when the rates go up you make more returns and low means low. But debt funds are of many types incl. some who barely have much correlation with the repo rate and sorts. So watch out for that aswell.

Nice takeaway: It is said that over short term , debt funds give better return. I found many short term debt funds delivered 7% + return and my favourite HDFC short term debt fund has 7.5% while SBI FD 1 year offers 6.8% . My personal opinion: what if interest rate cycle is nearing peak ? If so I go to bank FD for 1-3 years taking advantage of rates prevalent now for senior citizens !

Thanks for the suggestion. I'll prefer to wait for 3-4 months and see if the inflows of ELSS has gone up or down. That way, actual data can be used rather than predicting which can go either ways. I have a feeling this may go down a bit but data is always welcome

Most welcome. In my order of preference: 1. savings accounts, 2. liquid fund w/ insta-redemption, 3. cash at home and 4. instant FD-to-savings a/c facility (I think it's called a flexi or sweep a/c). A combination of these is preferred if emergency fund > 50k

@Shankar Very well consolidated although I feel it's not collateral, I feel the govt is trying to keep money within the country and investment in international FOF ultimately requires USD , already the limit has been breached several times and they keep increasing this limit but it adds to pressure on the Rupee since international FOF investment is actually an capital outflow. Same goes for gold ETF, govt wants to promote SGB as compared to ETF and gold mf since in both gold ETF and mutual fund which ultimately buys gold ETFs , the underlying asset is gold which needs to be imported and govt wants to reduce investor demand for yellow metal, they want to promote SGB and this is a way of doing it. It's good actually, since now the liquidity in secondary markets for SGB will improve since they still have protection from capital gains which ETFs and MFs don't.

Awesome. Have a doubt - the amendment doesnt mention anything about ETF. What would be the taxation on debt ETFs ?? Many people are calling out that even ETFs are impacted by amendment, but i failed to understand why ?

Link: 164.100.47.4/BillsTexts/LSBillTexts/PassedLoksabha/17%20C%202023%20E%20FINANCE%20BILL3272023103612AM.pdf The words are : "Specified Mutual Fund" means a Mutual Fund by whatever name called, where not more than thirty five per cent. of its total proceeds is invested in the equity shares of domestic companies. I guess the "whatever name called" is the broader point here. There was also an article in The Pioneer (www.dailypioneer.com/2023/columnists/reforming-the-capital-gains-tax-a-smart-move.html) where something similar was written i.e. "Given the way SMFs are defined, the new tax treatment will also apply to exchange-traded funds (ETFs), international funds, gold/silver funds, outbound mutual funds and even equity funds etc. wherein the gains will be taxed at the personal income tax (PIT) slab rate."

Could you please clarify which date is taken as purchase date for debt mutual fund for tax purposes? is it the date of money deduction from our bank, or date of money receipt by AMC, or date of NAV allotment, or date of unit allotment, or some other date?

(Basis age and risk profile) For eg- How do I (Age-29) find a right debt fund as part of asset allocation and how should I suggest my mom( Age-52) a debt fund as she is loosing a huge chunk due to TDS deduction in FD. Wow.. excellent information with great innovative presentation.. keep it up sir.. I have a doubt related to the topic. What if someone invests in these debt funds under his spouse or mom's account who is housewife? No income so no income tax slab? Basically keep redeeming and reinvesting when gains become 7 lakhs( exempt income limit) . Will that not work??

ELSS are equity funds i.e. they have over 65% in equities. They are not debt mutual funds.
