Ez because Bash is to the chest that will most probably will throw you off balance and pistol whip is straight force with an edged object to the face.

Hitting someone with a shield spreads the force of the blow out across a wider area on the targets body and the shield isn't very aerodynamic so it slows down more while traveling, while hitting the them with the pistol condenses that force to a single point hitting the target faster and harder
