In the early sixties 6th Ave between 44 and 47 was nothing but dive bars, printing shops and drunk navy sailors...I was a shoe shine kid and remember it well.
Never been to Lugar’s but my wife was a native New Yorker so it was on our bucket list. As for Hugo’s cellar, ate there many times, never disappointed, even saw Oscar and Mayor Goodman there once. Worth every dime.
