Complicated. Make larger or smaller using tension. Not by adding panels. What a convoluted way to make a beanie when its SO much more simple than this. Cast on LOOSELY and there isn't a "problem". Good luck to you anyway.

You you make a beanie on a 22 needles knitting machine just by casting on the 22 needles, just keep in mind that the hat/beanie will fit just a preemie baby. So, for a preemie baby you just knit a "normal" hat with out panels; however, from this video you can see that this beanie fits a baby and if you make more panels it will fit an adult head as well. You make panels just if you want to make a larger hat with just a 22 needles knitting machine!

You need between four and five panels. I recommend a bigger size because they can use it next year as well. For the beginning you can make four panels, seam 3 of them with Mattress Stitch (do not finish the hat with the last seam); measure to see if you need an extra panel. If the circumference is too small, then you make one more panel. You can knit approximately 40 rounds for a beanie, or 50 rounds for a slouchy hat.
