Why not distribute these foods through Faith based organisation, NGOS and local governments. The states Governors are not concerned about the poorest of the poor in their states, that's why many of them steal/ misappropriate funds allocated to them. Some states Governors even convert the allocation to dollars, some states cannot pay minimum wage, some do not contribute their quota to Universal education of the school in their states.
