Extreme wind at one of our coastal farms 70 kms 2-3 days a week and 137kms/hr peak last winter. We planted spuds last year that overwintered with no snow cover. Not planted overly deep. -10c regularly for 3 weeks. -18C peak.
I’m on zone 4b in Ontario and I frequently have potatoes come up in the spring that I missed harvesting from the summer before. I can’t see any reason that wouldn’t work just fine.
