It's weird that in every cop mission, you are the only one chasing your opponents. Everybody else just vanishes.

This cuts both ways - when you're the racer, the whole force is after you, because you're hot and dangerous. As a cop, no one else drives the cars you do, making you THE high-speed interceptor they activate when engaging racers they can't bust.
