Uhm that video was captured in payback multiplayer, it isn't an own mode. Sometimes we're doing patrols in a groupe of a few officers and that's the result

first get frosty mod manager, then download siren controller mod and cop vehicles mod and apply them in the mod manager. On our server you can find various cop mods to download
