What is the point of taxing on potential growth based on the assumption that you have reached pensionable age ?

Hi guys, great video, was hoping it might address my question but didn't: A new nhs employee starts a new job joining the 2015 scheme. They previously worked in private sector and had a pension of lets say 140k to transfer in. Would this mean they would have to pay tax difference on the value over the £40,000 annual growth allowance? or is this transfer in without any drawdown exempt from that?

Rather than calling NHSBSS, can we email them and ask for AA and service pay extract spreadsheet?
