I always thought about that cause he did say it out loud and was the first thought that came 2 his mind before anybody said anything and ray thought of Mr stay puff.

@@mattguy2998 I actually think logically speaking for how the scene unfolds the way it does is Ray figured out what Gozer meant before Peter figured it out and before Peter did the thought of Mr. Staypuft popped in his head before Peter's J Edgar Hoover. Only way to realistically explain why Staypuft over J Edgar Hoover.
