You don’t need pulleys on the close rod. I’ve always used running ledger on there close in. Might prevent you losing any eels. Give them plenty of time as well don’t strike just lift into them slowly always wait until you feel them pulling back.
I always use a pully rig just because I think it’s a good all rounder , only issue being Is if in close you kind of want your rod/ line on a flatish angle so your pully rigs arnt just standing your bait up in the water Pully dropper is a nice rig for general fishing too, nice and compact for casting Witih fishing on that pier I like to cast along the side instead of right down so that the rigs are lying flatter to the sea bed because you are very high on that pier
